About the Opportunity

Winston Staffing has been exclusively retained by a prominent, rapidly growing regional financial institution on Long Island to identify a Fraud Manager.

This critical leadership position serves as the operational focal point for all fraud prevention, detection, investigations, and fund recovery across retail and digital banking channels. Working in close collaboration with executive leadership across Deposit Operations and BSA/AML, you will design detection strategies, update transaction controls, and mitigate institutional risk across an evolving financial landscape.

Key Responsibilities & Performance Objectives

Investigation & Loss Recovery: Lead end-to-end investigations for confirmed and suspected fraud across Check, ACH, Wire, Debit Card, P2P, New Account Opening, and Account Takeover (ATO) vectors to maximize fund recovery.
Payment Channel Monitoring: Continuously monitor real-time payment channels and online account activity to identify high-risk anomalies, fraud rings, and emerging threat patterns.
System Controls & EFT Rules: Manage and update debit card transaction rules within the bank's EFT module; partner with third-party vendors to evaluate control effectiveness and eliminate system gaps.
Compliance & Evidence Chains: Ensure strict operational adherence to Regulation E and Regulation CC; secure documentation (including Hold Harmless agreements) and compile comprehensive fraud packages to support BSA/AML teams with SAR filings.
Deposit Operations Collaboration: Partner with the Director of Deposit and Retail Operations to oversee day-to-day transaction processing integrity, cash-in-transit processes, account reconciliations, and departmental risk assessments.
Policy & Team Leadership: Update operational policies, design frontline fraud training for retail branch staff, and coach/mentor internal team members to achieve key performance benchmarks.

Qualifications & Experience

Experience: 5+ years of progressive fraud operations, loss mitigation, and investigation experience within retail banking, payments, or financial services.
Regulatory Knowledge: In-depth working knowledge of banking regulations, specifically Reg E (EFT/disputes) and Reg CC (funds availability/check holds).
Technical Acumen: Demonstrated background managing fraud detection modules, updating EFT/debit transaction rules, and performing operational account reconciliations.
Education: Bachelor’s Degree from an accredited four-year institution.
Certifications (Preferred): Certified Fraud Examiner (CFE), Accredited ACH Professional (AAP), or Accredited Payments Risk Professional (APRP) is a significant plus.
Core Competencies: Strong analytical and decision-making abilities, excellent verbal/written communication, and the cross-functional leadership required to handle complex vendor and inter-bank disputes.
